- Here's my 2 cents worth:

- Not all MFHL records have $6 in them. You might have 700 MFHL records,
- and only 350, have $6 (link and sequence no) present, only those 350 would
- convert. One scenario is for an institution to convert its holdings from
- a manual form to MFHL record, and being inconsistent, would enter the 8XX
- with $6 on some records, and not on others.

- This is from the point of view of a cataloger who has witnessed conversion
- from a manual file to the MFHL record, so it is possible that some records
- do not have $6.
