  11. Here's my 2 cents worth:

  13. Not all MFHL records have $6 in them.  You might have 700 MFHL records,
  14. and only 350, have $6 (link and sequence no) present,  only those 350 would
  15. convert.  One scenario is for an institution to convert its holdings from
  16. a manual form to MFHL record, and being inconsistent, would enter the 8XX
  17. with $6 on some records, and not on others.

  19. This is from the point of view of a cataloger who has witnessed conversion
  20. from a manual file to the MFHL record, so it is possible that some records
  21. do not have $6.
