  14. We have not observed that names are reported more than once as
  15. new.  In our experience the "First Time Use" reports are just that - the
  16. first time a name (or subject) is filed in its index, it is reported
  17. as new and never reported so again, regardless of whether we do
  18. anything at all.

  20. Perhaps you should check with III - this sounds like a bug.
