- You seem to misunderstand the legal system. When there is a conflict between
- the parents, the court tries to place the children where they will be best
- cared for. There is a bias to believing that the mother is the best place for
- young children; a presumption which can be refuted. If only one parent wants
- custody, the court has no influence. It does not place children; they already
- have their place.

- It does insist that the non-custodial parent has an obligation to support the
- children. Both the custodial and non-custodial parents have the same rights
- to enforcement: both can ask the court to enforce support payments or visitation
- rights, both can ask the court to sanction the parent which is failing to
- meet his or her obligations. But you seem to think the court does this on
- its own. Sorry, it does not. It only responds to the petitions of one or the
- other party. Custodial parents are not allowed to disregard court orders;
- but the court is not the active party. The injured party must bring the action
- to the attention of the court.
