  37. Your argument was that because rape is directed against strangers, i.e.,
  38. any female will do, that it must be specially penalized, like some sort
  39. of sexual genocide.  My response is that LOADS of crimes are directed
  40. against strangers, and a lot of it targets members of some sort of group 
  41. (e.g., small, weak, drunk, old, uneducated).  We do not, for instance, 
  42. say that "health insurance frauds are very different from most other 
  43. frauds" because they are almost exclusively targeted against the elderly.

  45. In addition, your argument that "generally a thief has no interest in
  46. harming someone" is moot.  25% of robbery victims who do not resist 
  47. are injured anyway (1979-1985 National Crime Survey (ICPSR,1987b)).
  48. The completion/injury rate of rapes is only 36% (1979 US Justice 
  49. Department study of 32,000 attempted rapes).
