  19. Are you sure that it is published by the WSP? There is a commercial firm
  20. that produces such a book - covering all the drivers licenses of all states.
  21. It is hardly restricted in circulation - many bars and liquor stores have
  22. a copy. I have seen it advertised for sale, I forget where.
