  17. It should also be pointed out that such drugs as cocaine, heroin, etc, 
  18. are not at all that expensive to produce in the first place. There's no 
  19. need to use tazpayer money to provide them for free to addicts-- when 
  20. addicts could buy for ten or twenty dollars an amount of pure, 
  21. unadulterated chemical that would have cost them 700-1000 dollars in the 
  22. black market.

  24. All that needs to be done is to decriminalize their use and sale, and 
  25. give doctors the power to perscribe them and to supervise people who want 
  26. to use them. No state subsidy is required.
