  37. Well, I'd rather give the drugs to the junkies than get mugged
  38. so that the user could afford to buy them on the black market! 
  39. Plus I really hate the hipocracy of a government that profits from a
  40. black market.  So this system would help cut down on that sort
  41. of corruption (one of the main reasosn it will never happen here).
  42. Besides, was this the only distasteful family they could find?  What
  43. are the statistics, anyway??
