  20. maybe people wouldn't be so unhappy all the time, so they 
  21. wouldn't need the occasional escape using drugs, so MJ use 
  22. would actually DROP.

  26. would be deprived of a vague "Public Enemy" to get their 
  27. politicians elected.  Therefore, by the clearly defined 
  28. boundaries of doubt and uncertainty in Congress, they're gonna 
  29. keep on spending money to bust MJ growers instead of doing 
  30. more constructive things...
