- Ah, but you are failing to "understand" the Constitution in
- "the modern context." We understand, now, that certain things must
- be done by the federal government, because the people and the states
- are so irresponsible that they might ignore their democratic duty and
- follow the dictates of people in other states. Thus, because they *must*
- be done, the federal government must have the power. After all, does
- not the words "Congress" and "general welfare" appear in the same section?
- This, of course, means that Congress has the power to do anything which
- anybody considers in the general welfare, which, of course, we know means
- anything at all.
- The tenth amendment. You *must* realize that was just a silly little
- sop to the anti-federalists and isn't taken seriously by anybody. Just a
- little joke on Madison's part.
