  21. Some number of years ago there was an article in Newsweek that said that
  22. the German government sent an evaluation team here to assess US colleges.
  23. Their schools were crowded & they were considering permitting them to come
  24. here for credit.  There conclusion was that their high school grads were
  25. the equivalent of someone who had finished the 1st 2 years at one of our
  26. universities.

  28. The Germans I have personally spoken with told me that they don't have
  29. masters degrees.  Their bachelor's is the equivalent of our master's.
