  14. My 92 Jeep also makes a clicking noise when the wiper delay is used.
  15. It is designed to do that.  The delay circuit is opening and closing the 
  16. wiper relay.  The sound is the relay that is controlling the wiper motor
  17. on or off.  The relay's are usually large to handle the high current
  18. demands of the wiper motors.
