  29. It is not whether you get a lot of snow or not, but rather how good the
  30. roads are getting plowed and cleaned.  Cleveland gets a lot more snow
  31. than pittsburgh, but the streets there gets cleared out fast, even
  32. the sidewalks are cleared of snow by the city.  unlike pittsburgh,
  33. you are lucky if the city or borough comes to clean your street after
  34. several days.  I never needed snow tires in cleveland, but it helped a lot
  35. in pittsburgh.
