  25.    WASHINGTON, Dec. 18 -- The leader of the National
  26. Treasury Employees Union (NTEU) today asked President Bush to grant
  27. administrative leave to all non-essential federal employees on
  28. Dec. 24.
  29.    "From Operation Desert Storm to the relief efforts for Hurricane
  30. Andrew, federal employees have proven their dedication to helping the
  31. nation in times of need," wrote NTEU President Robert M. Tobias in a
  32. letter to Bush. Tobias said granting the paid leave would "show your
  33. appreciation for your employees' dedication and hard work" and "would
  34. be a most appropriate and welcome gesture."
  35.    Tobias added that federal employees "continue to perform at high
  36. quality levels despite often difficult budget constraints."
  37.    "Federal employee productivity increased by 2.8 percent from 1989
  38. to 1990 while productivity in the non-farming business sector
  39. decreased by 0.3 percent (according to the most recent data available
  40. from the Bureau of Labor Statistics)." Tobias also wrote.
  41.    NTEU is the largest independent federal employees union,
  42. representing more than 140,000 federal workers in the Internal
  43. Revenue Service, Customs Service, Federal Deposit Insurance Corp. and
  44. other federal agencies.
