- promotion of international trade and the export of American
- products, as well as for encouraging technological and economic
- growth. Some of its other responsibilities include:

- economic development;

- It is an honor and a privilege to be named Secretary of
- Commerce; I am proud to be part of President-elect Clinton's
- economic team. I look forward to helping implement the economic
- plans laid out by President-elect Clinton during his campaign.

- If we are serious about rebuilding our economy; if we are
- serious about creating long term, high paying jobs for our people;
- if we are serious about maintaining leadership in manufacturing as
- well as emerging technologies; then we simply must have a national
- strategy to help our businesses and our workers compete and win in
- a global economy. The essence of our strategy must be to bring
- government, business and labor together for the benefit of all of
- our people. That is my mission at Commerce.

- Last month the voters of America demanded change. Our task is
- to take this renewed commitment to effective government and
- translate it into new ways of doing the business of government. As
- anyone who has worked with me knows, I am an optimist by nature --
- I know that institutions can change if leadership and commitment
- are brought to bear.

- This will be a team effort. Expanding exports, promoting new
- technologies, supporting business development -- these all require
- integrated action -- stretching across agency boundaries; crossing
- old lines between business, labor, and government. Economic
- development in the cities requires sensible trade policies; new
- technologies do not matter if there is not a well trained labor
- force ready to participate in their development and implementation.

- As the President elect has directed, we need to find new
- approaches at the Commerce Department. I plan to reach out
- extensively to business and labor leaders for assistance in this
- first mission.

- The last four years as Chair of the Party has taught me
- immense amounts about our country; I have met extraordinarily
- energetic and dedicated people in every state. I look forward to
- this new challenge and opportunity.

- The Chairman of the Democratic National Committee since 1989,
- Ron Brown has risen through the ranks of public service and
- democratic politics over the past 20 years.

- His first long-term venture in public service began in 1968
- when Brown, at age 27, joined the National Urban League. Brown
- stayed with the Urban League for 11 years, working his way up to
- serve as the Urban League's Deputy Executive Director, Chief
- Counsel and chief Washington spokesperson. In 1979, Brown left the
- league to work for Senator Edward M. Kennedy (D-MA), serving as the
- Deputy National Campaign Manager for Senator Kennedy's 1980
- presidential bid. Brown later went on to serve as General Counsel
- and Staff Director for Senator Kennedy and as Chief Counsel to the
- Senate Judiciary Committee.

- During the 1988 election Brown served as Democratic Convention
- Manager for Jesse Jackson and was a senior political advisor to
- the Dukakis-Bentsen Campaign.

- Brown is perhaps best-known for his work as Chairman of the
- DNC, an organization he has served since 1981. Chairman for the
- past three years, Brown previously served the committee as Chief
- Counsel, Deputy Chair, Executive Committee member and as Chairman
- of the Task Force on Voting Rights and Voter Participation. He has
- been a partner in the Washington law firm Patron, Boggy & Blow
- since 1982.

- Brown was born in Washington, D.C. on August 1, 1941, but was
- raised in Harlem, New York. A captain in the United States Army,
- Brown served his country in both Germany and Korea from 1963-1967.
- He is married to Alma Arrington and the couple have two children,
- Tracey and Michael.

- In the 1992 Presidential election, the American people saw in
- Bill Clinton what I have known for a long, long time. Our next
- President is a strong and effective leader who cares deeply about
- this country and will fight to make it better.

- I am very honored and privileged that he asked me to help him
- face that challenge. I look forward to working with him, Vice
- President-elect Gore and the fine team, including my friend Ron
- Brown, which he is assembling.

- I know Bill Clinton probably better, and certainly longer,
- than anyone in this room. I know how he has worked hard as
- Governor of Arkansas to lift our state up, to inspire others and to
- challenge individual citizens to do good and do well at the same
- time. He will bring that same commitment and spirit to America.

- There is no one who will work harder or smarter as President
- than Bill Clinton. As his Chief of Staff, I will do whatever I can
- to help him organize, manage, facilitate and carry out the duties
- of President of the United States. As his friend, I'll always be
- straight with him -- and he knows that. Bill Clinton has my
- complete loyalty and trust. Always has and always will.

- I am not a Washington insider. I have lived my life in the
- heartland, you might say. But through my experience as a citizen,
- as a businessman, as a former state legislator, and as a former

- laundry and eat a homecooked meal.

- I want to pay special thanks and tribute to my mother, Helen
- McLarty, who could not be with us today, but is watching her
- television. There are also some very special friends of ours who
- have joined us, including two wonderful people who represent
- Arkansas so ably in Washington: Senator David Pryor, who gave me
- my start and who helped Bill and Hillary and Al and Tipper so much
- in the campaign; and Congressman Ray Thornton, who will be at the
- forefront in helping steer our path toward new economic prosperity.

- The President-elect's mother, Virginia Kelly, refers to me as
- her son's "oldest friend." It is true that we went to kindergarten
- together in a special place called Hope, Arkansas. But Hope is
- more than just the name of our hometown. The word Hope represents
- the very essence of the Clinton-Gore administration, putting people
- first and bringing people together. I am humbled by the
- opportunity to participate in this great endeavor.

- Thomas F. "Mack" McLarty is Chairman and Chief Executive
- Officer of Arkla, Inc., a Fortune 500 company based in Arkansas and
- operating in nine states.

- Following his graduation from college, he returned to his
- hometown and joined his father in the family automobile business.
- Together, they built McLarty Companies into one of the region's
- largest transportation companies, including a regional truck
- leasing operation and Arkansas' largest automobile dealer group.

- At age 23, he was elected as Arkansas' youngest state
- representative, carrying every box in the county and receiving 74%
- of the vote. He later served as chairman of the Arkansas
- Democratic party and as treasurer in the successful elections of
- Governors David Pryor and Bill Clinton.

- McLarty became the youngest man ever elected to the Arkla
- (Arkansas Louisiana Gas Company) board in 1974 and served as
- chairman of the finance and audit committees. He was elected
- President of Arkla in May, 1983 and became President and Chief
- Operating Officer of Arkla, Inc. the following year. In January
- 1985, he assumed the positions of Chairman of the Board and Chief
- Executive Officer.

- Mr. McLarty received outstanding chief executive recognition
- from Financial World in 1987 and Arkla was named by Forbes as the
- most innovative natural gas company in the nation for the same
- year.

- He is a member of the American Gas Association and has been
- recognized for four consecutive years as one of the outstanding
- chief executive officers in the industry by the Wall Street
- Transcript, the journal for chief executives. Recently, McLarty
- was appointed by the Secretary of Energy to the National Petroleum
- Council in Washington, DC.

- Arkla recently completed construction of the nation's largest
- pipeline project of the 1980's and 90's. In February, McLarty
- received the U.S. Fish and Wildlife's first Corporate Environmental
- Stewardship Award for its sensitivity in constructing the pipeline.

- President Bush recognized Arkla at the White House in 1990 for
- corporate citizenship for its Operation Good Neighbor Program.
- This program employs and trains disadvantaged youth during the
- summer months.

- In 1991 under McLarty, Arkansas Louisiana Gas Company, a
- division of Arkla, received the NAACP's Fair Share Award for its
- efforts in achieving greater minority employment, promotions and
- training.

- McLarty's civic activities are many and varied. He serves on
- the Board of Directors of Hendrix College and the Board of Visitors
- of the University of Arkansas. He is a former Chairman of the
- United Negro College Fund Campaign. McLarty is also a member and
- former Chairman of the Greater Little Rock Chamber of Commerce.

- Mr. McLarty serves on the National Advisory Board for First
- Commercial Bank and on the Boards of the Federal Reserve Bank of
- St. Louis and of TCBY Enterprises, Inc. of Little Rock. McLarty
- also serves on the Board of Directors of the Transition Planning

- Mack is a native of Hope, Arkansas and has known Bill Clinton
- since kindergarten. He and his wife, Donna, presently reside in
