- Vicky, as you may know, Congress preempted virtually all state and local govern
- ment regulation of cable back in 1984, including price. That is
- why people seem to be "waiting" for Congress and the FCC to act; under
- current law, only the federal government can address most cable problems.

- of the issues (quality of service, personnel) of importance to you (it
- is hard to "regulate" anybody into doing a good job), you may be
- interested in knowing that competition to cable is expected as early
- as a year from now, when many of the cable programmers begin distributing
- their programming by high power direct satellite.
