  15. Vicky, as you may know, Congress preempted virtually all state and local govern
  16. ment regulation of cable back in 1984, including price.  That is
  17. why people seem to be "waiting" for Congress and the FCC to act; under 
  18. current law, only the federal government can address most cable problems.

  20. Also, while new regulations probably will have little effect on many 
  21. of the issues (quality of service, personnel) of importance to you (it
  22. is hard to "regulate" anybody into doing a good job), you may be 
  23. interested in knowing that competition to cable is expected as early
  24. as a year from now, when many of the cable programmers begin distributing
  25. their programming by high power direct satellite.
