  18. No, it is not true.  The slow devices run at whatever speed they
  19. can, the fast devices run at their speed.  Now, if you have more
  20. devices * speed per device than there is bus bandwidth, the slower
  21. devices *might* be a bottleneck, but they aren't a performance
  22. penalty.
