  13. What you are implying then is that either the DoD realizes this, and lies
  14. about it reliance on a private sector reusable components business (and
  15. continues to waste tens of millions of dollars studying and implementing
  16. their reuse beliefs), or that the DoD doesn't realize this, and therefore
  17. the reuse program managers should be demoted and/or sued for fraud and
  18. incompetence.

  20. In either case, or any case, the DoD is wasting tens of millions of dollars
  21. on software reuse with a very poor understanding of the economic implications.
