- :manufacturers to pay the licensing fee *whether or not* they install DOS
- :on the machine. They're not preventing other OS's from being installed,

- The following is paraphrased from the 12/11 Wall Street Journal:

- o Federal Trade Commission staff lawyers have asked commissioners
- to consider seeking a preliminary injunction against Microsoft
- Corp. The step appears to bring closer to completion the U.S.
- government's 30-month-old inquiry into the trade practices of the
- world's biggest software supplier. Specifically, investigators
- are concerned about Microsoft's practice of offering discounts to
- PC makers that agree to pay for a copy of DOS for every PC they
- sell, whether or not the PC comes with DOS. Microsoft denies its
- DOS licensing practices are unfair or illegal, and claims that
- its business practices generally are above board.
