LAN Server Advanced, which is the implementation vehicle for HPFS386, the 32-bit implementation of HPFS, has had local security for the last two releases. Both LS 2.0 and LS 3.0 implement local security. This machine is running OS/2 2.0 with LS 3.0. It's here.
