- The rounding twice phenomonon is alleviated by the old statistician's
- rule of rounding exactly .5 to the nearest even number, not rounding
- "up". Rounding up introduces an obvious bias and you just saw it.
- I am afraid it is too late for REXX, we will get rounding up becasue
- "fixing it will break too many programs." Dave
