  13. The rounding twice phenomonon is alleviated by the old statistician's
  14. rule of rounding exactly .5 to the nearest even number, not rounding
  15. "up".  Rounding up introduces an obvious bias and you just saw it.
  16. I am afraid it is too late for REXX, we will get rounding up becasue
  17. "fixing it will break too many programs."   Dave
