  25. I heard a rumor years ago that the Government and a Contractor didn't agree
  26. on wether source to a particular program was a contract deliverable.  Unable
  27. to get the Government to change its view, the Contractor converted all
  28. variable names, labels, etc to use combinations of '0', '1', 'O' and 'I'.
