  21. Ask your friendly phone company if instead of just providing a hunt
  22. to the next line on busy, if they can provide a hunt on "busy or
  23. no answer" instead.  You may be able to pick how many rings too,
  24. so if you can set three rings (enough for the modem to normally
  25. answer) then if it's down it will go to the next line.  If you
  26. set too many rings the caller will time out before the next modem
  27. answers.
