  12. Is the MPEG encoder software not available in any Public Domain FTP
  13. like the MPEG decoder is ??  If there are MPEG format compressed
  14. video available with MPEG decoders, then where is the encoder??

  16. Can we use the Huffman and Quantization tables in the decoder for
  17. the encoder also? (I think yes)
