  13. Gary Davis finally found me out.  I would like to provide free college
  14. education to the best, brightest, and most highly motivated no matter
  15. what their background.

  17. I haven'f figured out how to determine who is the best, brightest, and
  18. most highly motivated 17-18 year olds.  I probably would not have made
  19. it in that category.

  21. But, let's return to the subject we are supposed to be on.  I received
  22. an article from WISCONSIN WEEK, a UW-Madison faculty and staff
  23. publication.  It states, "Six Big Ten schools already charge students a
  24. special technology fee, and Minnesota, Ohio State and Wisconsin are
  25. seeking such a fee.  Only at Northwestern, where tuition tops $15,000 a
  26. year, is there no technology fee nor any movement to levy one."

  28. This is in reference to make a special tuition assessment for all (note
  29. all) students.  This not only would cover computer labs but help student
  30. E-mail access including access to their instructors, INTERNET, etc.

  32. Again, all students would pay.  But, you would arge that all students
  33. can benefit from INTERNET, etc.  Perhaps this does not apply to the
  34. original question (what was the original question) of only some students
  35. paying a computer fee.

  37. Since the competent and less motivated students will go to the
  38. university, tuition is needed if for no other reason than commitment.
  39. It the taxpayers won't pay for the additional information technology
  40. infrastructure, etc., then the students must.
