  25. I think Tom Kimball _meant_ to say,

  28.     and reponsibilities of government, as I recognize that 
  29.     therein lies fiscal, moral, and economic bankruptcy.  I
  30.     understand that if the voters of this great land do not
  31.     begin to turn out of office those representative who 
  32.     pursue this course, the country will be forced to sell off
  33.     assets, perhaps at cents on the dollar, in the world's
  34.     largest ever bankruptcy sale.  It seems apparent that 
  35.     Texas may be one of the first properties so sold, and that
  36.     that sale may come as soon as 1997.
