- Are you sure about this? I thought that the committees job was to make
- the recomendation to the whole senate, then it automatically went to
- the whole senate. To do otherwise would be to essentially pass on the
- senates advice and consent role to just the committee.

- I remember that Bork's nomination went to the whole senate even though
- the committee vote went against him.

- nomination was withdrawn making a wholes senate vote moot.
