  19. Here you are 100% correct.  Reimbursement for action
  20. instead of thinking is at the root of a great deal of
  21. the problems we have with our medical system today.
  22. It's a shame that so many people recognize and agree
  23. with this, yet nothing constructive is done about it.
  24. Medicare's RBRVS system was a feeble and ineffective
  25. attempt at this.
