- One of those frustrating things about the intelligence business is that
- you put great gouts of money into collection, then put great wads of
- computer time into analysis, then put hundreds of highly-trained people
- into the final drafting of intelligence estimates, which are further
- reduced into the National Intelligence Estimate that the President and
- NSC sees -- at which point it says whatever the NSC figures their boss
- wants to see.

- On the other hand, it's also the job of the NSC to look at the intel
- data and make decisions about the level of certainty used as a
- threshold. If we're 50 % certain that 50 percent of the missles are
- decoys, we may be 95 % certain that at least 5 percent are decoys. If
- the NSC believes 95 % certainty is needed -- not too unreasonable if we
- are talking about MAD deterrence -- then the 5 percent number is the one
- taken. If George was making the decision that a higher threshold was
- appropriate, he was doing his job.
