  14. One of those frustrating things about the intelligence business is that
  15. you put great gouts of money into collection, then put great wads of
  16. computer time into analysis, then put hundreds of highly-trained people
  17. into the final drafting of intelligence estimates, which are further
  18. reduced into the National Intelligence Estimate that the President and
  19. NSC sees -- at which point it says whatever the NSC figures their boss
  20. wants to see.

  22. On the other hand, it's also the job of the NSC to look at the intel
  23. data and make decisions about the level of certainty used as a
  24. threshold.  If we're 50 % certain that 50 percent of the missles are
  25. decoys, we may be 95 % certain that at least 5 percent are decoys.  If
  26. the NSC believes 95 % certainty is needed -- not too unreasonable if we
  27. are talking about MAD deterrence -- then the 5 percent number is the one
  28. taken.  If George was making the decision that a higher threshold was
  29. appropriate, he was doing his job.
