- life/geographic area with a mean interarrival time of 2 years.

- Proposed Research Protocol: The effects of relatively high balking
- (refusing to join the queue) and reneging (joining the queue then leaving
- before service) rates, and a mean service time substantially less than
- the hypothesized mean interarrival time, suggest that traditional
- queuing theory will be inadequate for application to this domain.
- We therefore propose the use of less-qualified MOTAS as laboratory
- subjects. Data from these experiments will be used to establish
- the foundation for a new theoretical model of domain behavior. This
- model will then be tested against the sparse data available for
- the population of interest. We note that behavior in this domain may
