  21. Let's see... The Interstate highways are also public property. Does that
  22. mean I can declare a 100ft strech of I-25 to be my 1/250,000,000th share,
  23. and start charging tolls? Public property is supposed to be used for
  24. the general good (as determined by our trustees, the federal government)
  25. not as any one individual wishes.
