  35. Sounds to me like "the executive branch of the State government cannot enforce
  36. any policy that would give homosexuals any basis for a claim of
  37. discrimination".  So Roy can talk all he wants about the State not
  38. discriminating against homosexuals, but if anyone in his employ does in fact
  39. discriminate against a gay person, I don't see what can be done about it from
  40. the gay person's perspective.  On the other hand, the amendment does seem to
  41. allow Romer the leeway to fire the employee who discriminated, which might have
  42. the desired effect.
