- Sounds to me like "the executive branch of the State government cannot enforce
- any policy that would give homosexuals any basis for a claim of
- discrimination". So Roy can talk all he wants about the State not
- discriminating against homosexuals, but if anyone in his employ does in fact
- discriminate against a gay person, I don't see what can be done about it from
- the gay person's perspective. On the other hand, the amendment does seem to
- allow Romer the leeway to fire the employee who discriminated, which might have
- the desired effect.
