- THE Agriculture and Cooperatives Ministry has decided against
- tabling the controversial National Agricultural Council Bill in
- Cabinet today, pending further talks.

- Agricultural Minister Nibhon Promphan said he first planned to ask
- Thailand Development Research Institute president Ammar Siamwalla
- and leading agro-economist Chermsak Pinthong for their views on
- the draft.

- Both Dr Ammar and Mr Chermsak have in the past expressed strong
- opposition to the draft proposed by the ministry.

- Both have said that the section empowering the agricultural
- council to collect and spend premiums on farm products could
- undermine government fiscal discipline.

- The proposed agricultural council also may not represent the
- farmers in the same way as the Thai Chamber of Commerce and
- Federation of Thai Industries.

- Mr Nibhon also said yesterday that many felt the collection of
- premiums on farm products might hurt farmers if merchants passed
- the burden onto them.

- He said the draft contained no measure to prevent this and so the
- Cabinet would be asked to come up with a remedy.

- But the minister was adamant that the ministry had prepared
- measures in the bill which would ensure that the agricultural
- council represents farmers.

- The Agriculture and Cooperatives Ministry will forward the draft
- as well as the points raised by its opponents to the Cabinet for
- consideration along with any drafts which may be proposed by other
- coalition members.

- These drafts and proposals may then be amalgamated into the bill
- proposed by the Agriculture and Cooperatives Ministry before being
- forwarded to the Juridical Council for final consideration.

- The bill will then be sent to Parliament for deliberation.

- Mr Nibhon said he was not sure if the bill would be ready in time
- for deliberation by Parliament during the present session, due to
- end in the middle of next month.
