  29. THE Agriculture and Cooperatives Ministry has decided against 
  30. tabling the controversial National Agricultural Council Bill in 
  31. Cabinet today, pending further talks.
  32.  
  33. Agricultural Minister Nibhon Promphan said he first planned to ask 
  34. Thailand Development Research Institute president Ammar Siamwalla 
  35. and leading agro-economist Chermsak Pinthong for their views on 
  36. the draft.

  38. Both Dr Ammar and Mr Chermsak have in the past expressed strong 
  39. opposition to the draft proposed by the ministry.

  41. Both have said that the section empowering the agricultural 
  42. council to collect and spend premiums on farm products could 
  43. undermine government fiscal discipline.

  45. The proposed agricultural council also may not represent the 
  46. farmers in the same way as the Thai Chamber of Commerce and 
  47. Federation of Thai Industries.

  49. Mr Nibhon also said yesterday that many felt the collection of 
  50. premiums on farm products might hurt farmers if merchants passed 
  51. the burden onto them.

  53. He said the draft contained no measure to prevent this and so the 
  54. Cabinet would be asked to come up with a remedy.

  56. But the minister was adamant that the ministry had prepared 
  57. measures in the bill which would ensure that the agricultural 
  58. council represents farmers.

  60. The Agriculture and Cooperatives Ministry will forward the draft 
  61. as well as the points raised by its opponents to the Cabinet for 
  62. consideration along with any drafts which may be proposed by other 
  63. coalition members.

  65. These drafts and proposals may then be amalgamated into the bill 
  66. proposed by the Agriculture and Cooperatives Ministry before being 
  67. forwarded to the Juridical Council for final consideration.

  69. The bill will then be sent to Parliament for deliberation.

  71. Mr Nibhon said he was not sure if the bill would be ready in time 
  72. for deliberation by Parliament during the present session, due to 
  73. end in the middle of next month.
