  30.         Since august when the world first glimpsed
  31. horrifying images of Slavic Muslims imprisoned in
  32. Serbian detention camps the situation in Bosnia
  33. has grown more complex and more desperate. In the
  34. coming winter if the US and the Allies do not
  35. intervene 400,000 people are going to die. The
  36. prognosis is not hopeful, although negotiations
  37. aimed at ensuring flows of relief supplies to
  38. Sarajevo itselflittle has been done to solve
  39. the root of the problem. The Muslim  dominated
  40. Bosnian  government labors under a UN arms
  41. embargo which prevents its army to be armed
  42. composed of 150,000 people. The Serbs have
  43. achieved a major  break through by capturing
  44. the city of  Bosanski Brod the last important
  45. Bosnian barrier preventing Serbs from Serbia.
  46. The UN imposition of  "no-fly zone" has temporarily
  47. stopped Serbian air attacks but done nothing to
  48. stop the ground war.
  49.         The constant in Western policy amid all
  50. these shifts has been reluctance to confront
  51. a military dimension of the conflict to identify
  52. and stop the Serbian agression.In june George Bush
  53. has ordered the Marine units to adriatic and promised
  54. to consider military action . Within days Marine
  55. corps was withdrawn and talk of intervention discarded.
  56. Colin Powel the chief staff was strongly opposed
  57. to military intervention.The US finally identified
  58. it as a civil war. Eagelburger then gave a commentary
  59. saying that if the killing did not stop in each side
  60. the outside world can do nothing about it. The debate
  61. over US intervention however one key policy initiative
  62. has largely been overlooked: UN arms embargo lifting
  63. against the Muslims. Paul Wolfowitz and Zalmay Khalilzad
  64. who work in higher positions in the state department and
  65. are the architects of US policy towards Afghanistan
  66. during 1980's the idea had congressional support Sen. Joseph
  67. Biden's amendment of $50 million dollars arms transfer to
  68. the Bosnians pending a lifting of UN embargo, It is in fact
  69. not too late to save Bosnia though it requires a major shift
  70. in policy and careful balancing act among beligerents,
  71. flow of arms to Bosnia should increase and this will increase
  72. the leverage of negotiations of Bosnian government, Croatia
  73. should be offered a large aid in taking care of the refugees.
  74. Croatian nationalist leader should be removed who is Mate Boban.
  75. The US government should support Panic's efforts in helping the
  76. Bosnian Crisis.

  81. The US expectation of diplomatic recognition of Bosnia
  82. would calm matters seriously underestimating the etnic
  83. and religious violence in the region the claims to the
  84. by the Serbs and Croats and the tenuous authority of the
  85. Ali Izzetbegovic's government.The fact that the etnic
  86. communities lived peacefully under the authoritarian
  87. Tito regime most inhabitants of the republic deplored
  88. etnic rivalry did not detract from the intense latent
  89. hatred and psychology difference among the communities.

  94. outside Serbia JNA forces used what ever force necessary
  95. to forestall such an event.The war ensued in Bosnia after
  96. Croatia has led to even more casualties. Terrified by the
  97. prospect of being once again dominated by a Croatian-Muslim
  98. alliance supported by Germany Serb forces attempted to alter
  99. the demographic structure.Angered by the Belgrade's apparent
  100. role in the aggressive Serb  onslaught against Croats and
  101. Muslims in Bosnia the UN imposed harsh sanctions against
  102. Serbia.
  103.         Looking beyond the current war fare and disruption
  104. it also remains unclear whether the successor states to
  105. Yugoslavia can successfully resusciate the extensive economic
  106. linkages that existed in the previously existed.The imperatives
  107. of economic survival and geography suggests that such cooperation
  108. will resume even after the recents episodes.

  113. Moynihan sounds warning on ethnicity
  114. Sen. Daniel Patrick Moynihan,(D) of Newyork warned yesterday that
  115. the slaughter taking place in Bosnia will occur in dozens of other
  116. countries unless the world learns to cope with it. Moynihan
  117. suggested air strikes against the capital of Serbia itself
  118. "If we let freeze thousands of people this winter and go
  119. skiing in Gstaad ,I do not know why we fought for the
  120. cold war".At a news conference he said" if I were the
  121. new secretary of state I would put a sign
  122. { Ethnicity,Stupid}".This is not to say that US take the
  123. job but if we do not help something will go wrong
  124. in the world. There now eight states in the world
  125. both existed in 1914 and had not have their borders
  126. changed of the remaining 170 or so contemporary states
  127. far the most frequent factor involved has been the
  128. ethnic conflict of the next states coming in to being
  129. ethnicity will be the main factorwhich will define the
  130. characteristics of the conflict.
