- Since august when the world first glimpsed
- horrifying images of Slavic Muslims imprisoned in
- Serbian detention camps the situation in Bosnia
- has grown more complex and more desperate. In the
- coming winter if the US and the Allies do not
- intervene 400,000 people are going to die. The
- prognosis is not hopeful, although negotiations
- aimed at ensuring flows of relief supplies to
- Sarajevo itselflittle has been done to solve
- the root of the problem. The Muslim dominated
- Bosnian government labors under a UN arms
- embargo which prevents its army to be armed
- composed of 150,000 people. The Serbs have
- achieved a major break through by capturing
- the city of Bosanski Brod the last important
- Bosnian barrier preventing Serbs from Serbia.
- The UN imposition of "no-fly zone" has temporarily
- stopped Serbian air attacks but done nothing to
- stop the ground war.
- The constant in Western policy amid all
- these shifts has been reluctance to confront
- a military dimension of the conflict to identify
- and stop the Serbian agression.In june George Bush
- has ordered the Marine units to adriatic and promised
- to consider military action . Within days Marine
- corps was withdrawn and talk of intervention discarded.
- Colin Powel the chief staff was strongly opposed
- to military intervention.The US finally identified
- it as a civil war. Eagelburger then gave a commentary
- saying that if the killing did not stop in each side
- the outside world can do nothing about it. The debate
- over US intervention however one key policy initiative
- has largely been overlooked: UN arms embargo lifting
- against the Muslims. Paul Wolfowitz and Zalmay Khalilzad
- who work in higher positions in the state department and
- are the architects of US policy towards Afghanistan
- during 1980's the idea had congressional support Sen. Joseph
- Biden's amendment of $50 million dollars arms transfer to
- the Bosnians pending a lifting of UN embargo, It is in fact
- not too late to save Bosnia though it requires a major shift
- in policy and careful balancing act among beligerents,
- flow of arms to Bosnia should increase and this will increase
- the leverage of negotiations of Bosnian government, Croatia
- should be offered a large aid in taking care of the refugees.
- Croatian nationalist leader should be removed who is Mate Boban.
- The US government should support Panic's efforts in helping the
- Bosnian Crisis.

- would calm matters seriously underestimating the etnic

- the demographic structure.Angered by the Belgrade's apparent
- role in the aggressive Serb onslaught against Croats and
- Muslims in Bosnia the UN imposed harsh sanctions against
- Serbia.
- Looking beyond the current war fare and disruption
- it also remains unclear whether the successor states to
- Yugoslavia can successfully resusciate the extensive economic
- linkages that existed in the previously existed.The imperatives
- of economic survival and geography suggests that such cooperation
- will resume even after the recents episodes.

- Moynihan sounds warning on ethnicity
- Sen. Daniel Patrick Moynihan,(D) of Newyork warned yesterday that
- the slaughter taking place in Bosnia will occur in dozens of other
- countries unless the world learns to cope with it. Moynihan
- suggested air strikes against the capital of Serbia itself
- "If we let freeze thousands of people this winter and go
- skiing in Gstaad ,I do not know why we fought for the
- cold war".At a news conference he said" if I were the
- new secretary of state I would put a sign
- { Ethnicity,Stupid}".This is not to say that US take the
- job but if we do not help something will go wrong
- in the world. There now eight states in the world
- both existed in 1914 and had not have their borders
- changed of the remaining 170 or so contemporary states
- far the most frequent factor involved has been the
- ethnic conflict of the next states coming in to being
- ethnicity will be the main factorwhich will define the
- characteristics of the conflict.
