  28.      The GOI had recommended 10 % reservations for economically deprived
  29. people. But the Supreme Court turned it down saying that the Constitution
  30. doesn't allow any quota based on economic criteria.

  32. And I don't think the GOI will present a Bill in Parliament to modify the
  33. Supreme Court ruling. This is not something like Shahabano case :-) 
  34. Moreover, the Congress is more concerned about their vote bank than
  35. anything else (with possibility of another mid-term elections and no
  36. issues at hand).
