  64. As to what prevents the guilty from punished, I really
  65. cannot pretend to know the Indian Govt viewpoint. At
  66. most, I can say that you should understand that justice for
  67. anyone, whether Sikh or not, is not as readily available as
  68. one would wish.  There are countless atrocities all the time,
  69. all go unpunished. That is not a justification - I am only pointing
  70. out that you must appreciate the difference between
  71. Police/Govt inaction and the views of normal, powerless
  72. Indian citizens. Do not conclude that Govt inaction implies
  73. popular connivance. I may disagree with the Government and
  74. have strong contrary views even if I happen to belong to the
  75. majority community. Separatism is not the answer.
