  21. It is very easy as you said. In Madras, you could get it in one hour 
  22. from the Tehsildar, just by bribing him with one whisky bottle. This
  23. was true, atleast in 1982, at Mylapore in Madras, from where quite a 
  24. few of our acquaintances got these certificates inspite of the fact,
  25. that they were not even Tamilians.

  27. An example was one family from Delhi,  who were Khatris from Punjab,
  28. their surname being Raval. They got a certificate, stating that they
  29. were a Backward Class, simply due to the fact that there is a tribe,
  30. in the Nilgiris, which is a Backward tribe.
