- It is very easy as you said. In Madras, you could get it in one hour
- from the Tehsildar, just by bribing him with one whisky bottle. This
- was true, atleast in 1982, at Mylapore in Madras, from where quite a
- few of our acquaintances got these certificates inspite of the fact,
- that they were not even Tamilians.

- An example was one family from Delhi, who were Khatris from Punjab,
- their surname being Raval. They got a certificate, stating that they
- were a Backward Class, simply due to the fact that there is a tribe,
- in the Nilgiris, which is a Backward tribe.
