  20. What your assessment ignores is the posibility of BUYING from commercial
  21. sources what you need. Each of the Shuttles capabilities can be replaced
  22. with available or near term commercial systems.

  24. Not only are these systems far cheaper but they don't require a single
  25. dime of development money from the Feds. All that is needed is for the
  26. government to aggree to buy the cheaper service when it is available.
