- 5. Libya. To have a strategic deterent against various wetern Satans.

- of (the new) central Asian nations from Russia should the oppurtunity arise.
- 7. Taiwan. Should Taiwan try to reach strategic parity with China someday, they
- will need a long range delivery system. Such items don't come on the market
- every day (let alone at bargain prices).

- It is unclear how would China, Libya, or Iran maintain the airframes (without
- the Russian cooperating - and angering the West). India, the US, and Taiwan
- can probably figure out how to do maintainance on their own - or get contract
- work from the Russians.
