  25. Well in response to your questions...

  27. Short of buying the discs new...there is really no way to obtain the 
  28. artwork et al...unless of course you photocopy it from a friend...or buy the
  29. disc, steal the artwork, and return it claiming defect....(some actually
  30. ship that way by accident)

  32. He had no artwork cuz the discs you got were most likely promotional copies of
  33. the discs sent to record stores and radio stations for on air and in store
  34. play...he conveniently removed the discs from the store/station and got himself
  35. a booth to sell the things...Which is illegal..but as a former record store 
  36. employee I can assure you that it is a nice way to suplement your meager
  37. income.....Also...he may have gotten copies of the discs from other people in
  38. trade who opted to keep the artwork...he gives them a buck or two and sells
  39. them for five....
