  18. Clashing Cycles:  Police officers on blue and white motorcycles in Laguna
  19. Beach, Calif., can't write tickets.  Their color scheme is all wrong.  Police
  20. motorcycles are supposed to be black and white, not blue, a traffic
  21. commissioner ruled in throwing out a speeding ticket.  "They're nice colors,
  22. but as I understand the law, units used exclusively for traffic enforcement
  23. must be painted specific colors," said commissioner Matt Flynn.
