  14. Had a similar (only 3000 rpm) problem with an 86 Golf after
  15. leaving it parked for 3 weeks in the winter.

  17. Throttle cable moved smoothly though. Turned out to be a 
  18. stiff secondary butterfly. The spring would no longer completely
  19. close it. Doesn't have to be open much to idle at 3000.
  20. Of course it would only stick after accelerating hard enough to
  21. open it. Liberal use of WD-40 and lots of working it by hand
  22. eventually cured it.
