  13. First, thanks to all for creating this newsgroup...

  15. Lately I've been wondering what the effects are of these pollution  
  16. control programs that some states have that buy up older cars just to  
  17. get them off the road.  I don't know of any such program locally  
  18. (Maryland), but I did hear that Virginia is considering it.  I'd like  
  19. to get some opinions from states that do have such programs.  More  
  20. specifically:
  21. 1. What is done with the cars?  Immediate total destruction? Or is an  
  22. attempt made to salvage useable parts first?
  23. 2. How are the availability and prices of the older cars affected?
