- giving this help at his discression. To do otherwise would have
- created a dependecy of the Onarans on the Federation, for engine
- technology or maintanance.

- Sarjenka had asked for help, and made first contact, which as
- Picard says clouded the situation. This would probably count as a
- violation of the Prime Directive, in some sense. However, little
- or no _societal_ contamination was caused.

- They again initiated the contact. The Feds had been there before.

- The researchers shouldn't have been there in the first place. The
- Enterprise just made it worse.

- See "When the Bough Breaks". Picard was presented with a
- situation that already violated the Prime Directive, and had to
- deal with it as best he could.
