  33.     Forget the barrier.  They're TIME LORDS, for heaven's sake.  They can
  34. bloody time loop anybody they don't like.   On top of that, they no doubt have
  35. allies, the ability to build artifacts that can make stars go nova, a healthy
  36. switzerland-type neutrality, and good dress sense.  A mere energy barrier is
  37. nothing compared to the sheer insanity of tech power that Time Lords posess.
  38.     (Plus, they can always re-route the Doctor to intervene in any affairs
  39. that have the slightest possibility of endagering the Lords of Time.  And don't
  40. forget, if they are in real trouble, what's to stop them from going back in
  41. time and picking up Rassilon and Omega for a few days, and letting them solve
  42. it?)
