  35. The barrier's  purpose is to prevent someone from time travelling to the
  36. wrong period on Gallifrey. I don't think it does a lot to stop people
  37. from scooting around within the correct time period and materialize on
  38. Gallifrey. In Deadly Assassin, the doctor materializes right smack dab in
  39. the middle and the TimeLords have no opportunity to stop him. 
  40. If we existed at the same time as Gallifrey and moseyed on over there,
  41. the barrier wouldn't stop us becasue we would be in the correct time.

  43. But I suppose there could be additional defensive barriers. You're right
  44. in that my reasoning's a little shaky.
