  24. Actually, in An Unearthly Child, wehn the Doctor is telling Ian and Barbara
  25. who he is, he says that they were outcasts from Gallifrey (paraphrasing a bit)
  26. and that "...one day we will return..."   Of course this episode did make it 
  27. seem like he was thrown out of Gallifrey.  :)
