- Not necessarily. In Rememberance of the Daleks the Doctor says that even
- the Daleks would think twice about interfering with the timelines. How
- much more so an evil Time Lord. The Time Lord would be acutley aware that
- he or she could endanger his/her own existence by such tamepering.
- Still we don't know that there isn't a mechanism designed to prevent tampering
- with Gallifrey's past.

- I don't think it has ever been suggested that Gallifrey exists in the distant
- future, although various people have claimed it exists outside time. (If this
- is true then maybe Invasion of Time was just a bad dream). In fact we know that
- Gallifrey has been around for a very long time. In Genesis of the Daleks for
- example the Time Lord who meets the Doctor on Skaro remarks offhandedly that
- the Time Lords had superceded primitive technology like matter transmitters
- when the universe was less than half its present size. Also in the (non handgun
- source) novel Love and War the Seventh Doctor remarks that the Time Lords had
- dealings with the bad guys of that story when the earth was still forming.
- Then of course there is the obvious objection that Time Lords have two hearts
- and humans do not, so it is hardly likely that Rassilon came from Earth.
