  28. Once again, we have the problem of a migrating proposition.  I joined this
  29. discussion to oppose the claim that plant safety concerns could be handled
  30. merely by allowing the free market to determine where workers would choose
  31. to work.  We talked about regional isolation and government intervention,
  32. and then someone suggested that it could be handled by union organization.
  33. My point is that it can't.
