  25. No.  It takes more than justification.  If the available labor force greatly
  26. exceeds the available jobs, and the union has insufficient resources to keep
  27. that labor force at even a minimum level of food, shelter and clothing,
  28. ideology goes out the window.  The combination of a small pool of available
  29. labor and solidarity in the union is what makes a union strong.
