  35.     Assuming you are refering to income transfer payments,  the ratio
  36. of direct benefits to administration is more like 4 to 1.  And if you reduce
  37. administration costs then you are also eliminating the oversite that 
  38. catches cheats.

  41. that when you use the term "basket case" you should contemplate the 
  42. lyrics to _Johnny,  We hardly knew ye_.
